Human Resources Officer Social Services Department (Ref: HRO/SSD/01-21)

Reporting directly to the Senior Human Resources Officer, the appointee is to perform human resources duties including human resources consultations services and administration in support of service divisions, clusters and units and to enhance the efficient and effective operations of the Social Services Department.


  • Work in close collaboration with service divisions, clusters, units and Human Resources Department to ensure smooth and timely handling of staff recruitment, appraisal, contract renewal, staff movement and termination of employment, etc.
  • Ensure all human resources administration procedures and processes are in accordance with regulations of Social Welfare Department, relevant government rules and regulations, and the Army’s requirements
  • Assist in reviewing and drafting the Social Services Department’s human resources administration procedures, guidelines, manuals and employee handbooks, and propose necessary updating to improve operation
  • Assist in conducting salary survey of relevant industries and propose salary scales changes when necessary
  • Produce regular reports on personnel data and analysis in order to facilitate effective HR planning
  • Assist in maintaining and updating database of manpower establishment of the Social Services Department
  • Assist in handling staff issues, such as complaints, labour disputes, work injuries, provident fund, etc.
  • Assist in organizing staff orientation, training and staff programmes
  • Attend meetings with government departments and outside organizations related to human resources matters, when necessary
  •  Perform other legitimate duties assigned by the Supervisor, Head of Department and their designate.


  • An understanding of the Christian faith, values and ethos of The Salvation Army
  • Degree in Human Resources Management or related disciplines
  • Minimum 5 years’ solid experience in all-round HR functions; experience in Social Service field is a plus
  • Proven track record in HRIS implementation
  • Familiar with relevant Ordinances relating to employment and Social Services
  • Multi-tasking, self-motivated, detail-minded, independent, able to work under pressure and meet deadlines
  • Handle sensitive information in confidential and professional manner
  • A team player with good interpersonal, communication, and problem solving skills
  • Strong PC skills in using MS Office and web applications
  • Good command of both written and spoken English and Chinese, including Putonghua
  • Proficient in translating from English to Chinese and vice versa
