RESPONSIBILITIES

• Assist the Chief Manager in leading and the overall management of the service division, developing new initiatives, and coordinating service clusters and units in the participation of district social services and other related affairs
• Assist in service planning, including the development and regular review of the strategic plans to ensure that the service division maintains its focus on providing integrated and quality services to service users
• Ensure management policies are properly implemented in service units, fulfilling service standard and other requirements of legislations, government departments, and funding bodies
• Draft applications for funding, project proposals, tendering documents, etc., securing necessary resources to support services
• Prepare and monitor budgets for responsible service clusters and units
• Review periodically changes and trends in income and expenditure of service units, submit proposal to supervisor to enhance efficiency and effectiveness of resource utilisation
• Orientate employees to understand and identify with the Army and the Department’s mission and goals
• Supervise and evaluate subordinates’ performance
• Represent the Army in meetings and activities of the government, social welfare agencies and other organizations in areas related to services responsible for
• Perform other legitimate duties assigned by the superior(s)

REQUIREMENTS

• An understanding of the Christian faith, values and ethos of The Salvation Army
• Registered Social Workers with Degree in Social Work, Master Degree is preferable
• At least 8 years of social services management, finance, personnel and administrative experience
• Demonstrated leadership in providing vision and strategic plans for social service development in Rehabilitation Services and Social Enterprise
• Knowledgeable in social policies and services, government and non-government machineries
• Possess strong project management and strategic planning skills
• Excellent written and spoken English and Chinese, including Putonghua
• Strong PC skills in using MS Office and web applications
• Excellent communication and interpersonal skills
• Able to work under pressure, and working irregular hours and in holidays may be required
