Responsibilities
- Manage the daily operation of the EOC’s IT infrastructure, including the computer hardware, software, networks, programmes, security tools and operating systems. Monitor the network/system operations, performance and security to promptly discover any problems if exist and maintain secure, stable and reliable server platforms in the network/system.
- Formulate and execute plans for all IT-related projects to enhance the IT infrastructure and its security, including technology installations, system updates, upgrades and preventive and corrective maintenance. Tasks involve but not limited to preparation of tendering specifications, sourcing of vendors, cost and budgeting, liaising with vendors on product/service delivery, monitoring the performance of IT service providers and managing outsourced projects and vendors.
- Stay updated on emerging cybersecurity threats, trends and technologies. Monitor and analyse security events and alerts to detect and respond to security incidents and breaches. Recommend remediation measures, and implement new security controls if needed to protect computer networks and endpoints from any kind of cyber-attack.
- Develop, update, implement and review information security policies and guidelines. Conduct regular security risk assessment and audit trail on the IT infrastructure. Conduct security awareness training for the EOC’s staff members.
- Research, recommend and implement technologies, including development or acquisition of network hardware and software, as well as audio/video and teleconferencing facilities, with a view to enhancing the operation efficiency and end user experience. Keep abreast of up-to-date knowledge of technology trends, industry standards and best practices and recommend deployment in the organisation.
- Lead and supervise a team of IT staff to provide technical support for end users and troubleshooting for all computer hardware and software; and
- Undertake any other duties as assigned.

Requirements
- Bachelor’s degree in Information Technology, Information Engineering, Information System, Computer Science, Software Engineering, Computer Engineering, Electronic Engineering or other related discipline. Possessing higher degree would be an advantage- Proven experience of at least eight years’ full-time post-qualification work experience in managing IT infrastructure and services in a sizable organisation (i.e. an organisation consists of not less than 100 staff members)
- Proficient in computer hardware, computer networks, network administration and network installation, data management and computer information/network security
- Good knowledge and experience in common computer application software and operating systems, (e.g. Windows, Linux, etc.) and software programming languages (e.g. C/C++, ASP, NodeJS, JSON, JavaScript, PHP, Python, etc.).
- Good knowledge and experience in database management and development of database applications using common database programming languages (e.g. SQL, Oracle, MongoDB, etc.)
- Good knowledge of information security and cybersecurity. Experience in planning and performing security risk assessment and audit and/or possession of information security professional qualifications (e.g. CISA, CISSP, etc.) would be an advantage
- Solid experience in leading and developing an IT team
- Critical thinker, with sound logical and analytical thinking and strong problem-solving skills
- Good communication skills to liaise effectively with users, co-workers and stakeholders
- Good multi-tasking and time-management skills, with the ability to prioritise tasks
- Highly organised and detail oriented; able to work under pressure and proactively to meet strict deadline
- Self-motivated, responsible and able to work independently
- Strong leadership and managerial skills, and effective interpersonal skills
- General awareness of issues relating to discrimination and equal opportunities; and committed to the EOC’s vision and mission
[Appointment will be on three-year agreement terms renewable depending on service needs and performance. The remuneration package will consist of a basic salary and a cash allowance in accordance with the Commission’s policy. A competitive salary commensurate with the relevant experience and qualifications will be offered to the selected candidate.
