Entry Requirements: Candidates should have –
(a) A Degree in Computer Science / Computer Studies, or equivalent;
(b) Level 2 or above in Chinese Language and Level 3 or above in English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE) [see Note (1) and (2)], or equivalent;
(c) At least 5 years’ post-qualification IT experience, during which ALL of the following aspects should be fulfilled:
(1) at least 2 years’ experience in a supervisory role; AND
(2) at least 2 years’ solid experience in large-scale IT project co-ordination, application system development, system implementation, and supervising external service providers.
(d) Fulfilled EITHER ONE of the following experience requirements:
(1) at least 4 years’ experience in web-based systems development and implementation using at least 3 of the following technologies: (i) Relational Database and related development tools; (ii) Reporting tools; (iii) XML; (iv) J2EE Application Server or .NET Platform; (v) microservice architecture; (vi) mobile apps development; (vii) electronic payment using Debit or Credit Card / PPS / e-Cheque / FPS / Digital Wallets / smart card, etc.; (viii) web portals and websites using web development; (ix) RFID; OR
(2) at least 2 years’ solid experience in IT project co-ordination, system implementation, performance monitoring, tuning and administration using at least 4 of the following technologies: (i) MS Windows Server; (ii) Linux; (iii) VMware; (iv)MySQL; (v) Oracle Database; (vi) Kubernetes and containers; (vii) ManageEngine; (viii) Veeam; (ix) Storage Area Network (SAN); OR
(3) at least 2 years’ hands-on experience using at least 3 of the following technologies: (i) software-defined network; (ii) VMware vCloud Suite and vSAN; (iii) Red Hat OpenShift; (iv) Kaspersky Endpoint Security; (v) ManageEngine OpManager, EventLog Analyzer and AssetExplorer.
(e) Experience in the following duties is preferred: IT procurement, supervising external service providers, service contract administration, IT security management, coordinating large-scale rollout activities, data centre support, or working with external service providers using Putonghua.

(1) For non-civil service appointment purpose, ‘Grade C’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 3” in Chinese Language and English Language in the 2007 HKCEE and henceforth; ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 2” in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(2) Candidates obtained Level 1 in the Use of Chinese (UC) paper and Level 1 in the Use of English (UE) paper of the Common Recruitment Examination (CRE) are deemed to have met the entry requirements (b).
(3) Candidates should obtain all the above-mentioned entry requirements on or before the closing date for application.

Duties:
(a) Provide technical support and maintenance and day-to-day monitoring / analysis to various large-scale public-facing and in-house IT systems / applications and IT infrastructures, including on-call and urgent system support during non-office hours;
(b) Participates in the analysis, planning, design, development, implementation, enhancement, testing and documentation of various large-scale public-facing and in-house IT systems / applications and IT infrastructures;
(c) Implement / examine / review IT security measures for various large-scale public-facing and in-house IT systems / applications and IT infrastructures;
(d) Liaise with users for meeting, testing and daily support;
(e) Liaise with contractors for meetings, production, maintenance and enhancements issues;
(f) Coordinate system testing, user testing and implementation of enhancements;
(g) Vetting and commenting documents and minutes relating to IT systems / applications / infrastructures; and
(h) Handle and manage procurements of hardware, software and services.

Terms of Appointment:
Successful candidates will be appointed on non-civil service contract terms for 12 months.

Fringe Benefits
An end-of-contract gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance and conduct. Such gratuity, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period. Other benefits, where appropriate, will be granted in line with the Employment Ordinance.
